If an application falls into two or more band categories indicated by HN (Housing Need), the application will be placed in the higher of the two bands and the effective date will be backdated by six months.  This is to ensure those with the greatest housing need have preference.  When taking into consideration composite need, an application will only ever be backdated for a maximum of 6 months.
